Partnerships with a carsharing service, for example, reduce the need for residents to own a personal car, and require the conversion of only a couple of spaces into dedicated carshare spots. Secure bicycle parking, meanwhile, would reduce barriers to owning, and getting around with, a bike. While building owners and managers should be open-minded about these alternate uses, local governments should also seek to be flexible about altering requirements.
